NWRI was established in 1991 to address water supply and quality issues facing our nation through cooperative research. We are a California Joint Powers Agency (JPA) and 501c3 nonprofit corporation based in Fountain Valley, California. In conjunction with our JPA partners, we promote the protection, maintenance, and restoration of drinking water supplies as well as freshwater and marine environments.

NWRI offers these valuable benefits to our member agencies:​

  • Access to cutting-edge research, new technologies, and best practices. NWRI collaborates with water utilities, regulators, and researchers in innovative ways to help utilities design and implement indirect potable reuse (IPR) and direct potable reuse (DPR) projects.​​

  • A low-risk forum to exchange ideas with nationally recognized experts. We assemble teams of scientific and technical experts that provide credible independent review and offer recommendations for water reuse projects.​​

  • Guidance on regulatory compliance issues unique to California. Through participation in the CalVal project, NWRI is contributing to guidance for uniform application of California's DPR regulations.​

  • Support water resource innovators through grants and fellowships. We fund fellowships to support the water scientists of tomorrow, and we award the Clarke Prize, one of the world’s leading water-industry prizes,

  • Advisory panel services at discounted rates. â€‹

  • Representation on NWRI Board of Directors.​​​
