
Eleanor Torres is the Managing Director of the Strategic Advocacy Bureau for the Port of Long Beach, one of North America’s largest seaports. She was appointed to the post in October 2023 and oversees the Government Relations, Communications and Community Relations divisions.
Torres first joined the port in 2019 as the Government Relations Director. She has worked closely with state and national stakeholders and the Port’s legislative advocates to help create new and historic funding opportunities. She joined the Port after 13 years at the Orange County Water District, first as Legislative Affairs Liaison and then as Director of Public Affairs. During her years with OCWD, she created and implemented outreach programs for the award-winning Groundwater Replenishment System. Torres received a BA in Economics from Smith College.
